Since 2024: Company Bike Leasing Now Available for Public Sector Employees of the Federal States
As of 2024, Germany’s federal states, in their role as employers, have the option to offer company bike leasing via salary conversion to their public sector employees. One exception is the state of Hesse – since it is not a member of the TdL (Collective Bargaining Association of the German States), the corresponding collective bargaining provisions do not apply there.
Milestone in the Public Sector: Bike Leasing for Over a Million Employees
In the third round of collective bargaining negotiations – amid widespread industrial action – representatives of the public sector reached an agreement in December 2023. A major breakthrough: the introduction of bike leasing provisions, paving the way for more than one million public sector employees of the federal states to obtain their own company bike.
Bike Leasing Clause in the TV-L
We are thrilled that the parties to the agreement have laid this important groundwork for company bike leasing through salary conversion. This decision enables the federal states, as public employers, to offer their workforce a valuable benefit that promotes health and environmental sustainability.
The option for bike leasing in the public sector is set out in a dedicated clause: According to § 19b, paragraph (1) of the TV-L (Collective Agreement for the Public Service of the Federal States), as amended by Supplementary Agreement No. 13 dated December 9, 2023:
"Employees are entitled to have future monthly remuneration claims used through salary conversion for the leasing of a bicycle […]."
